Clean Renewable Energy Bonds (CREBs) are a special type of tax credit bond that essentially provides rural electric cooperatives, municipal electric utilities and government entities with an interest-free loan for financing qualified energy projects. CREBs were created as part of the Energy Policy Act of 2005 as a means to deliver incentives similar to the production credit that is available to private renewable energy developers and investor-owned utilities.
