Colorado SB 07-100 helps enhance the ability of Colorado's investor-owned utilities to build new transmission to "energy resources zones" more quickly, providing current cost recovery for new transmission investments. This helps remove the "chicken and egg" problem that has hindered wind development, in which wind projects were completed long before transmission could be built.
